I'm from San Antonio, not too far from Brownsville. Dudes like that don't usually drive Range Rovers. Cartels use a lot of techniques. The crime there is incredible. I'm thinking the driver works for the cartel, and one of the victims was a cartel target or a family member. That seems more likely to me than some kind of kind control or remote access. But, like you say, who knows?
