The Monarch Program was specifically named that, it seems to me, because of the process of transformation that a butterfly goes through to become a butterfly, and also because Monarch Butterflies seem to have genetic memory (are encoded somehow with the information about their migration path). I do think that the genetic memory part is/was of great interest to the program runners.
But the process of taking a worm and making it into a butterfly is equally symbolic and relevant here.
A worm turning into a butterfly has occult meaning. But it is about the human soul leaving the limitations of the body and becoming something higher and beautiful.
