Derek Johnson is an Army vet who has done extensive videos on the fact that Trump has remained Commander in Chief and with the military’s help is truly still in charge. He is an expert on everything about military law and continuity of government and devolution theory. If you do listen to him be prepared to invest a lot of time and be ready to go deep into the rabbit hole.
Personallu, I prefer the original devolution researcher, Patel Patriot aka Jon Herald, who has now published over 23 well researched articles about devolution/COG, using primary sourced documents.
I've watched Johnson a few times but found him to be less scholarly and more derivative ie no value added for me. Additionally, he came on the scene much later after Patel Patriots devolution research became well known in truther/Q communities.
Finally, on a recent episode of Jons Devolution Power Hour on bad lands media/rumble, Jon mentioned he'd reached out to Johnson hoping they could have an engaging conversation and was shocked by Johnson's negative reaction. Jon did say that he'd keep trying to connect so they could pool what they know.

Hopefully Johnson's a Tim Pool rather than a malevolent.
I would be wary of this. He speaks very emotionally about things, but when I looked into what he was saying, he gets basic things wrong.
For example, he talks about important things being passed in the bill that funded the military for 2017....implying it happened under Trump, but the bill for the 2017 budget is passed in 2016. Under Obama.

Congress has delegated at least 136 distinct statutory emergency powers to the President, most of which are available upon the declaration of an emergency And there's a law The National Emergency Act that formalizes the extra powers in the case of an emergency. This law is mentioned is almost all Executive Orders.

Anytime you hear of a country or a company or individuals being sanctioned, there's usually a National Emergency being declared. 11 of the emergencies under Obama are sanctions programs. These are usually developed by Congress and the Treasury Directory and the president enacts them. It's rare that it's just a president going off on his own. Under Obama the US sanctioned, Somali pirates, the Los Zetas cartel, the Camorra gang in Italy, various folks causing war.
Some of these are because of laws Congress has passed.
Executive Order 13692 Blocking Property and Suspending Entry of Certain Persons Contributing to the Situation in Venezuela is because Congress passed this law, the Venezuela Defense of Human Rights and Civil Society Act of 2014.
Executive Order 13818 Blocking the Property of Persons Involved in Serious Human Rights Abuse or Corruption is because the Congress passed the Global Magnitsky Act.
The executive order becomes a way of implementing the law and the sanctions
