If you watch the overall air traffic, it appears lots of planes follow that same flight track through WV/VA into Baltimore (other than the diversion loops).

My guess is air traffic was getting a bit congested, and they wanted to maintain spacing between aircraft for security, so they did some laps while the other traffic cleared.

Just a guess though.

That is just a standard holding pattern. Looks like he's waiting for clearance to continue on his flight plan. It's an extremely common directive from ATC. Perhaps he changed something enroute and needed to wait for a new clearance? In any case, zero reason to suspect anything out of the ordinary.
