With the import of Indian cotton came the invention of the tabi sock – a split-toed creation that could be worn with thonged shoes, such as zori and geta – which, with the later addition of a rubber sole became jika-tabi, a shoe that continues to be worn by Japanese construction workers, farmers and others who work outdoors.
"My memory went back to the day we went to Tokyo for the first time, when we saw street workers in their flat cotton Tabi shoes," he says, in the 2019 documentary Martin Margiela: In His Own Words. "I thought, OK, why shouldn’t I do a soft Tabi shoe but on a high heel? And then the idea was born."

I don't think it has anything to do with symbolism. Many adults (Up to 1 in 3 Americans have bunions) are wearing shoes that are not appropriate for their foot shape and size. Women especially are more likely to purchase a shoe that is too small, putting them at risk for corns, bunions, and other deformities that may require surgery to correct. So this type of shoes actually fixes/avoids the issues.
The men who started the Reebok brand were two brothers (Jim And Joe Foster) from a family of shoemakers based in Bolton, England. Their grandfather (J.M. Foster) made track spikes for the 'Chariots of fire' athletes in the 1920's. The name 'Reebok' comes from the noun for a small A South African antelope, named Pelea capreola which has woolly brownish-grey hair, from an entry in a Webster's Dictionary which had American English spellings.

Came here to mostly say this. Tabi are not 'goat' anything. They permit the toe to move independently for grip and balance.
Marugo has made a line of sneaker-tabi for some years now over and above their traditional tabi.
