I was quite sure I would have seen this in 2000, so I looked into it some more, and no, it did not air in 2000. It was a short called Trumptastic Voyage, and it aired in 2015.
The sequence from 2000 that you're probably thinking of is this one, where future Lisa (at the 0:33 mark) mentions that they have inherited "quite a budget crunch from President Trump."
You're describing Trumptastic Voyage, unless you have another clip that I'm not aware of. The Trump escalator segment starts at 0:19, while the podium with placard, wordmark, and stars begins at 1:05.

I have seen at least the first ten seasons more than once, and I don't think that's right. I'm quite sure that that clip was from much, much later.
