Bullets or not, use periods after complete sentences. If the bullet is a phrase that is not a sentence, donβt use periods. A group of bullets should be either all phrases or all sentences. Sorry - my job is being a technical editor. The struggle is real.
If I had to guess I would say it is an old habit related to PowerPoint. I remember a time where some fonts would mess up a period in a ppt and make it a diamond or some other symbol so people stopped using them if possible. The ppt would look fine on your own laptop but it could change on someone else's during a presentation if they didn't have the correct fonts. It used to happen to me when I would make a preso on Linux and didn't have the proprietary Micro$oft font they made to force incompatibilities.

It is totally acceptable to not use periods in List.
