This has nothing to do with who the speaker is, it has everything to do with 8 slipknots ousting a speaker without any plan for a replacement.

Nope. McHenry is an appointed Speaker and thus can only run the House business needed to elect a Speaker. No regular House business can happen until a new Speaker is elected.
I'm unfamiliar with the part of the Constitution that states that no congressional activity can be performed without a "Speaker of the House". Please cite where that is a requirement. Thank you.
No business can proceed without a SOTH - that's why they had to keep voting until McCarthy eventually won back in Jan. because it was the start of a new Congress. House rules changed post 9/11 (2003, if I remember correctly what I read) - the new speaker then submits a secret list of his pro-tem replacements so that House business can proceed in the SOTH absence. House activity CAN be preformed because they DO have a SOTH in pro tem.

It is in the House Rules, IIRC. I think I saw this from SharonSaysSo on Instagram or someone else who cited the sources. There is a difference in the power of an appointed Speaker Pro Tempore vs an elected one. The person who stated this showed the sources so I believe I am correct.
What I am trying to point out is that the Constitution states a very limited role of the speaker, and doesn't state that Congress can't operate without one. It seems that the Founders intended for a speaker to provide order to the proceedings, but not a requirement for votes on issues, other than impeachment, which is the only vote that DOES require a speaker. Any other "requirements" associated with a speaker are just things that have been informally adopted over the years. The House could vote on things, other than impeachment, without a SOH.

From everything I'm reading, technically, YES, the House can function as normal - the reason it may not is because politically, McHenry was not voted into his position so he has to act like he does not have the full power the SOTH would. Ask Nancy Pelosi and Steny Hoyer what THEY thinks about it - they sure acted like McHenry had the authority to make them move offices. The whole reason for having a pro-tem position is so that business can move forward in case of a vacancy.
