The deep limbic system of brain (basal ganglia and thalamic reticular nucleus) filters out stimulus that does not seem important to us at the time and highlights stimulus that we perceive as being important.
But since people would reasonably expect to notice numbers less than 100 (higher numbers? maybe the last two digits :) ), so many instances of 17, in relevant places (as someone else stated), it DOES seem to be more than coincidence.
