My place of work tried to enact a policy to install a communications software package on personal devices so we can communicate "in case of emergency". I went to legal and said do you really want to go down this path? The rescinded the policy the next day.
I have precisely one manager who had my phone just in case I needed her to adjust my schedule, and I warned her if she gave it to ANYONE I'd block her, them, and anyone else. Also refuse to put any work app on my phone and told them if they want me to use an app to do my job they need to provide the device that runs it.
Employers in the US can not legally “require” anything be loaded on a personal phone. Business phone, sure. But not a private phone unless they agree to pay for it and the employee agrees to the deal. This is just another Covid like bullshit tactic that only idiots fall for. Pilots can just say no thanks. I personally would simply say I have no courtesy phone available for that spyware. Thanks all the same....
There are alot of keyboard warriors in here that don’t seem to realize that this “software” could be a term of employment. It could be the gateway between employee access to necessary job functions.
Also, accepting the software doesn't prevent someone from reporting issues by other means.
Large, powerful companies will laugh at your legal threats and tell you to have a nice day.
US DoD companies recently “upgraded” their security in the same manner. It’s happening regards of what you are saying.

In addition to the good reasons above, at least one state has a policy that, if you use your personal device to access state resources, your device and everything on it is subject to FOIA. Congrats, you just gave them your whole online world.
