Believe it or not, my research suggests this is due to systemic racism.
I used to think that was total bullshit. "Show me the laws that are racist." As it turns out, there are targeted systems designed to "keep the black man down."
The key to understanding how is to appreciate that the system is more than just the laws.
There is the welfare system, which is designed to ensure that once you are in the welfare system, you remain in the welfare system. It also strongly encourages unmarried mothers to remain unmarried.
There is the school system, which is designed to ensure that certain groups of people have a lesser chance of escaping poverty or welfare.
There is targeted propaganda that works in conjunction with the welfare system to ensure that the people in that system have fewer children. The abortion rate for black women is 5.5 times higher than for white women, and almost 3 times higher than for Hispanic.
While we have things like affirmative action, that system preferentially selects from the upper eschelons of the "disadvantaged races." In other words, the people most likely to get selected by affirmative action are the people whose parents are already rich.
All drug sales and drug dealers (the top level ones) are directed by the C_A.
There is more, but importantly, every single system has a single source. For the ones above they are:
Welfare (part of HEW): Nelson Rockefeller
School system: John D. Rockefeller Sr., Jr. and Nelson
Propaganda: All propaganda agencies were created by Rockefeller. Most of the institutions we have today were not only created by Rockefeller, but use as guidelines the works of Ivy Lee and Edward Bernays, both of whom were Rockefeller's personal PR guys for decades. (They also did work for the Nazis).
Abortion: Systemized by JD Rockefeller Jr. and III, and their agent Margaret Sanger
Affirmative Action: Not sure about this one. I haven't dug into it enough, but I'd bet all my GME stock that Rockefeller was behind it.
C_A: Every single person who was part of the original C_A and it's predecessor, the OSS was an agent of Rockefeller (most of them were from his group of personal lawyers).
These systems were just an extension of the Eugenics program which was also created and run by the Rockefellers. The idea that the Eugenics program was about racial cleansing is only partially true according to my research. It seems it was far more clinical than that. The design intent was to get rid of "the worst seed." As it turns out, according to the beliefs that drove it, there were black people worth keeping around. Rockefeller called these people "The Talented Tenth." Each race had a certain percentage that needed pruning, and those among the Elite of each group pushed for the Eugenics programs to get rid of their portion. The Talented Tenth pushed the eugenics efforts on the black people. The Rabbinical order pushed the eugenics efforts on the Jews (and still do), etc.. They wanted to get rid of the bad portions of each of them.
This system still exists to this day. This is the system, and it is racist as fuck.
That is a part of the propaganda machine, but yes, misdirection of who is to blame is a huge part of the system. It works in all directions however. All sides of everything "controversial" get different pieces of the truth, and a narrative overlay that misdirects away from the real culprit and the real problem.
