The invasion is happening not only because the deep state needs the voters …
It’s also because:

the vaccines have killed so many people (as they expected),

they’ve failed to force the obedience and vaccinate 100% of the population,

the unvaxed are the CONTROL GROUP now - we can compare the illnesses for each group (vaxed / unvaxed),
-
they’re afraid that we can notice the population reduction in the office of national statistics.
They have to fill the vacuum, otherwise their game will become extremely visible and they will be charged for the crimes against the humanity.
They not only import the voters but they’re replacing the population with the one that’s easier to manage and manipulate.
Invasion (not immigration) is happening for many reasons.
They are first and foremost, a "replacement" army.
They are being fed, clothed and housed because that's what you do to maintain your armies. Hotels are really just barracks.
You (euthanize) VAX the army you want to replace, you do NOT vax your replacement army. This is the main reason border invaders are being kept "vax-free"
Exactly right, 100 percent ! I see the buses of invaders here in SanDiego , they are strong , in shape men . They arrive at several hotels in big white tour buses . The hotel Crowne Plaza hotel has pools restaurants etc on property. They are housing over a 1000 at a time . They would pull up and you could see the military type men get off they were in shape and clean. All dressed nicely in the same type of clothes , black jeans and long sleeve tshirts . They come and go, the buses pick up and deliver these guys somewhere , while new buses pull up dropping new ones off . It is unbelievable . How people can’t put this together is beyond me .

I wish it was this pleasant and simple.
However, the fact is, is that the illegal border crossers are men aged 18-50 ; no women and no children. We know the UN is supporting them with phones and money on reloadable credit cards.
There is really only one reason this is being allowed to happen, when the button is pressed and these soldiers are called to action, only then will the normies wake up. They have been targeted for systematic execution ; the war on whites / Christians. Wouldn't be the first time the Muslims attempted it - what do you think the crusades were really about? Eliminate whites and you eliminate conservatism and traditionalism. Remove those two things ; communism is just a walk down the street.
This is seige warfare for now. They locked us down then bombed us with the vax to end our economic prosperity and then reduce our numbers. The quiet invasion and staging is happening now. There will come a time, usually, when they storm the walls. The thought that they need more numbers for votes is the cover for the aliens to get in position. I think at the collective precipice we'll get a mean tweet telling them to stand down, cooperate with being deported, or die. They want whity dead and to take his land and don't want to be bothered with democracy.
I read that congressional districts are based on population, not citizenship or voter registration. If this is true, then packing more people into a small number of population centers will give more congressional seats to those areas snd fewer to rural areas. This will lead to over representation in blue regions and under representation in red areas.
And this doesn’t require voting rights for non citizens.
I think it may be more about genocide/population replacement.
In centuries past non-jewish whites believed in Jesus Christ in perhaps greater numbers than all other races. A lot of other people had the good news of eternal life through faith in Jesus Christ, spread to them by whites. I think white genocide may be revenge for that.
Though, I certainly can't rule out the OP theory.
I've had similar thoughts regarding GEOTUS starting mass deportations - they'll have real numbers that can then be extrapolated to say, hey, wait a second, where are did all the Citizens go?? Leading to that visibility and then hopefully consequences.
