The year on bills refers to the year that edition of the bill was released, not to the year in which it was actually printed. Until the next design refresh, it's 2017.
IF devolution is really whats going on as I suspect it is.... Trump has stepped down and is NOT commander in chief. My guess is he did it in Jan 2021 and this is the guy in charge

That might help explain why all new freshly printed money (Fed Res Notes) are still dated 2017 and signed by Steve Mnuchin.

I have yet to see one and nobody I know has had one in their hand. The ATM gave me crispy new ones last week that were dated 2017. 🤷♂️
