In the realm of body language - taking off your watch like that can signify that a person is intentionally making themselves available to be in that moment - with no regard to time, but instead exist within the exchange of thoughts and conversation.

Tucker's Dad was VOA, the Corporation for Public Broadcasting, and an Ambassador. Deep into propaganda, public messaging and international relations, likely from a time before it became corrupted. I'd say it's more likely that Tucker was a White Hat since the day he was born than the white hats decided to scoop him up.
