It's by Rembrandt Peale and it's different than the Washington portrait that was there in the same spot under Obama and Trump.
Peale has made a lot of similar paintings of that same style work.
Anyway, the portrait that was allegedly stolen here looks more like the one that was present under Trump and Obama.

We need some historyanon to set us straight on why Geo. Washington totally being a Freemason—who wanted SIX-pointed stars on the flag instead of five—is no big deal, and he's still the icon he always was. I want to conserve (being somewhat conservative) a positive view of the Father of Our Country, if it's consistent with the truth.
Fun Factoid: When Betsy Ross heard George's stated preference, she picked up a piece of paper and a scissors and showed him how easy it was (for her) to quickly cut out a perfect five-pointed star in a SINGLE SNIP, with very little effort. It convinced him to go with that design instead of the dreadful six-pointed thing, and the rest is literally history:
