Two of them - SCG and BW - even included a brief and basic description of who they thought was responsible in the light of the article's suspicious lack of information on that subject, suspicious because with the NASA aircraft invoivement, no doubt photos and videos of the drones have been taken and analyzed, and a potential suspect or suspects already hypothesized. So in the absence of the military's own conclusions, we are left to speculate.
There are, it seems to me, three major lines of speculative possibility: (1) the military is laying in order to prepare yet another narrative and potentially a false flag. If you're the type that thinks that our government or military would never lie in aid of preparing a narrative in aid of a false flag operation then (cough hack wheeze) I have several bridges in Manhattan for sale, cheap; (2) Some portion of the drones may not be drones at all, but UFOs. Here the article is clear in its repeated use of the term "drone", which for most of us conjures the idea of a robotic, remote controlled technology of human origin. Granted, drones could be some non-human technology, but for most of us, the term connotes something human in origin, and that's the way I am interpreting its use here. Possibility (3) is that, if the technology is real and not simply a vast military psyop or narrative preparation, then the question becomes, whose drones? Are we looking at espionage, as the last paragraph cited above seems to imply? If so, by whom? China? Iran? Russia?
Ponder that last possibility for a moment. If it is drone-based espionage, then this implies the existence of espionage cells able of launching and controlling such drones. A clear violation of law, and one that would - yes - involve the FBI in its counter-intelligence roll as also noted by the article. In other words, taken at face value, the article tends to the view that the drones are of human origin, and conducting standard reconnaissance and espionage activities via that platform. The further implication of the story - also clearly implied by the article - is that the drones could be used more offensively, to interfere with actual aircraft operations in and out of air bases. Want to mess up a military jet? just fly a swarm of cheap drones in front of a landing or taking-off aircraft, and suck a few of them into the jet intake, and voila, you can probably scratch one very expensive aircraft off your inventory.
The other possibility is that the drones might be genuine UFOs (as was speculated by SCG in the email accompanying the story), or - and this one is the really intriguing possibility - the drones belong not to Russia, or to "ET", or to China, or Iran, but to some non-state actor, which could be anything, from a corporation to the World Economic Forum or even my hypothesized "Nazi International". (And really, folks, are the latter two all that distinguishable?)
In this regard, SCG informed me, it is important to mention - lest it be forgotten - that the appearance of the drones over Langley Air Force Base in approximately the same time frame that Secretary of Defense Lloyd Austin went "missing" for almost a whole week without the White (Out) House not even knowing of his absence might be significant. Were the two related? It's hard to avoid that conclusion. If so, then why did he go missing? The answer to that question may be much less important than why under such a potential national security threat he, and not "President" Bai Den Dzhao were important enough to go missing. I'm reminded once again of that strange statement made by Russian economist Sergei Glazyev immediately after the Maidan coup in the Ukraine in 2014: "Our problem isn't the Nazis in Kiev; out problem is the Nazis in Washington."
