It likely is. It also doesn't mean anything. We routinely had parties at home during war time. In fact, the Germans were still having lavish parties literally while the Red Army was conquering Berlin in 1945. This means nothing. Life doesn't stop because there's a war on.

One of my friends believes the Russians are liberators and she must flee the Ukrainian army which is seeking to destroy Ukraine so that Russia appears as the aggressor and not the savior. The other believes Putin is a monstrous invader who’s hellbent on savage acquisition. I housed one of my friends and she fled to Greece and I talked to my other while the first bombs rocked her city. We’re also seeing constant war equipment being shipped about here. I’m pretty sure there’s a war.
If this is actually from Kiev and was filmed recently, it's nothing different than in every past war in every despotic country. There's always the elites and the children of elites who are insulated from the consequences of their actions.
The dance ban was in force in Finland during the war years 1939 – 1944 and was relaxed after the wars until 1948. Finland was the only country that participated in the Second World War, where the ban on dancing was in use. There was also a dance ban in 2021 due to the coronavirus pandemic.
