Help me out with your line of thinking. I don't see CONgress as illegitimate unless they too can be proven to have won by fraud. Never mind the fact that most of them probably have cheated every single time - it would have to be proven. It might be able to be proven depending on the evidence, but everything has been concentrated on the Presidential race - not CONgress.
Now - if Biden is proven to have stolen the election and is therefore illegitimate then anything he signed would be fraud. Including appointments, EOs, and bills from CONgress. It doesn't have anything to do with the legitimacy of CONgress - they are 2 distinct branches of government. Their bills would have to go back for re-votes and then to the new POTUS for signature or veto.

The senate knowingly refused their constitutional duty to uphold the US constitution by certifying a fraudulent election without applying due legal process to resolve obvious 2020 election irregularities. They are illegitimate.
If the Presidential election of 2020 is shown to be fraudulent, then everyone on all state ballots would also be fraudulent. I doubt those ballots placed for Biden would vote Republican in all the other categories. Fraudulent ballots mean every other office on said ballot is fraudulent, that includes Congressional representatives, local officials, state officials.
H.r. Gross actually understood and used these arcane rules, which weren't arcane just 50 years ago. Jefferson's Manual is still a masterpiece and there are reasons for every rule and these people are ignorant.
