Few here might believe me on this, but I used to work for a major contractor to the DOE in Oak Ridge, TN. I worked in a technical area, and won't say more than that. While working at one particular site, I was exposed to high levels of asbestos and quite possibly some stray radionuclides, that caused my throat cancer a few years back.
But I survived and I'm still upright and living life. It was an interesting time of my life... but the contractor I worked for eventually worked its way out of a job, the contract having been fulfilled, and ceased operations.
I'm not sure what Yandex browser has for options for DNS resolution, especially mobile browser and I know that Android handles DNS resolving unless you use a manual bypass - not certain about Apple.
I have to use another browser to use or view catbox, as my ISP's native DNS blocks it along with my manually configured DNS provider, but Brave's DNS (Cloudflare I think) allows Catbox.

If you hop around to different Wifi networks, you'll have to make the change on each separate wifi network, unfortunately.
Try turning your vpn off to see if you can access catbox. I posted this before - look into the SwitchyOmega browser extension (or something similar) that will allow you to "whitelist" sites that won't accept vpn traffic.

Are you a mobile user or on a desktop? You have more options on desktop, but will have to jump thru more hoops on mobile
Catbox's issue is due to DNS blocking from your ISP - they have a statement on it in the FAQ section under connectivity.
