Maybe it's my phone but that looks like a green and teal blue sash.
yes:) that's what I see too, the Washington family used that color a lot, as did the Kennedy's & Trump's. the men who painted these portraits must of been assigned to such jobs, the Peale family have several famous paintings & themes.
