In 2020 we vacationed in Nags Head, NC, and I'm pretty sure I saw this ship, or one very much like it, off the coast heading south. At the time we thought it was a ship for workers, as there was a lot of dredging and other coastal maintenance work going on at the time, all up and down the Outer Banks region.

But I still don't know for sure what the ship in the above pic is.
I think that if you put the right people in it, you could narrow that need down to about four.
Looks like the barge u lived on while my ship was in the yards in ports mouth VA.
