If everybody was throwing rocks at him, that could have helped in preventing him from getting a clean shot.
I know easier said than done, but still, people have consistently said they would die for Trump, they can at least throw rocks at the bad guy to mess up his aim/disable him/distract him.
I agree but I think the people there were in a grassy area, no rocks around, or anything substantial to throw. People were doing what they could with the little info they had at the time. They told the cops, were yelling for help (of course the cops were fools and did nothing, but that's not the people's fault), but ultimately I don't blame people for being confused or scared because for all they knew the shooter may have turned towards them and their families. For all they knew the shooter wasn't just going after Trump but anyone he could mow down.

what gets me is that no one went up there and took him out.
According to the FBI, a Police Officer did make contact with the shooter. The shooter pointed his weapon, and the police either ran or backed down. He did not do his job if this story is true.
also heard this. Police climbed up a ladder and went right back down after gunman pointed rifle at him
Many are critical of that guy. If you're that officer and clime up a ladder to the edge of the roof and get a rifle pointed in your face what are you to do. He could have proved he wasn't "in on it" by taking it in the head? The roof top is a very defensible position.
The failure was letting the shooter up there in the first place. The security forces were in a really bad situation to try and get him down with the roof pitch so shallow and the building so tall.
Who gave the orders that left the building unsecured and who did not immediately pull Trump when that LEO and the crowd confirmed there was a shooter? Who, listening to the radio chatter was responsible to make the call to pull Trump and shut everything down? That person is more suspicious than the local cops.
