Why am I struggling with this? I read this as anyone seeking rebellion could be labeled an evil man. I think we are on the rebellion side currently against the deep state and obviously we are not evil. Maybe the "seeketh only rebellion" is the key. Just over interpreting apparently since that clearly isn't the intention of the Proverb.
In time, while you might have hated the man who gave you the cruel(honest) message in the moment, you may end up thanking him later, after the truth is revealed.
