Not all in DC by any stretch. Where I live we've outed at least 15 at various levels of "Deepstatedness" within 20 miles of me. I'm not sure any community is totally clear of them.
Early on people were encouraged to get involved by becoming precinct delegates and/or run for public offices such as Library or School boards. While doing that and becoming "GAW-educated" along the way, you start noticing who the bad actors are, and then who they hang out with and connecting the dots. Get in with local people, especially precinct delegates and start comparing notes. Don't be too afraid to guide good people that are totally oblivious to GAW or the Plan, but watch for the actions of seemingly "go getter" patriots that don't follow their words.
If they give you an astronomical number of signatures needed on a petition just to remove some candidate or block an absurd-to-begin-with law, you've probably just been given a task by Deep Staters specifically designed to waste your time and hopefully frustrate you enough to give up. Remember though that everything you do is a learning experience and you will probably be receiving "help from above" whether you realize it or not. Push forward-retreating is only the option for the deep state.
