i have a family member that just got back from the east coast. Has a West Coast verizon number and contract. They were connected to East coast towers for a month. They got back and only their phone got the SOS error. It might actually be a "were in the area" situation.
Sounds like it was mostly iPhone, but Androids were affected too, me and one other guy at work were down for most of the day (just came back). Others at work also on Verizon, unaffected. My phone installed a big update yesterday, unsure if that's related.
My Verizon phone had no problem all day.
Maybe it affected IPhones. Mine is an Android.
I have a secondary Verizon phone which is an iPhone and haven't noticed any issues, myself.

I have an android and had no ability to send or recieve texts and calls all day.
I have an iPhone on Verizon. I have service but the phone has been in SOS mode since last week. Strangely it’s better than ever before.
Called 2 people - both Verizon one android other apple - no problem...

I don't have Verizon but I got a emergency alert robo call from my county that some Verizon callers couldn't call 911. I'm in WA state.
The affected phones were using an eSIM instead of a physical SIM card. Not all phones were affected but the ones that were used an eSIM.
