So they can't clear the land to rebuild and dirty debris will lead to accumulation of filth and disease.
They want them the homeowners off their own land. Making it as uncomfortable to stay as possible. It's a land grab.
They don't want the people finding the bodies.
my go to trick to get the city where i live to pick up debris--- I call the fire department serving that area and explain that no one has come to pick up debris for several months, so i am having a bon-fire to get rid of it and would they like to attend in case it gets out of control. The city had it picked up the next day.

Dump it at the local FEMA office... it'll get taken care of...

I classify FEMA as a Treasonous part of our government and should be purged by any means necessary, They know what and why they are doing what they are doing. They should be punished as traitors
Techncally, the debris will overwhelm landfills, and would require more landfill construction.
Imo, there will be designated burn sites, that debris will be taken to.
Is the case in my state after tornados or floods. Just about each county will have a burn site, usually near fair grounds, or other municipal properties, where not too many homes are within a certain distance from the burning.

Since when does FEMA control the landfills in the state?
You dump it in my driveway after I've done the work of loading it in the dumpster/trailer, and expect it to sit there for months before you come around and clear it out. You will be clearing out ashes, because I will burn it all right where it sits.

This is just bureaucracy, and money. That's it. FEMA did not close the landfills, it is a business decision for $$.
FEMA gives out big $$$ for debris removal, and any city or county hit by disaster is hard pressed to recover without it. It's at chapter 7 in the FEMA Public Assistant Program and Policy Guide (PDF link here). But to get this money, the towns and landfills have to follow very specific rules.
I would expect this same deal in all areas hit with big damage. But be precise here- it's not that FEMA won't let us; we just won't get reimbursed from FEMA unless we follow these rules; which inconvenience and traumatize the victims.

NOTE: WHY DO WE HAVE FEMA? State/Local Governments can handle things JUST AS LONG THERE IS A FEDERAL OVER WATCH OFFICER ON HAND TO SEE THINGS ARE DONE RIGHT...Simple solution to a GIANT PILE OF MANURE CALLED FEMA!!! SHRINK IT UNTIL IT STINKS THEN SHRINK SOME MORE1!!!!!
