Congress has only approved a Declaration of War 11 times. The first time was the war of 1812 (Britain) and the last time was WWII. They have agreed to resolutions authorizing the use of military force on occasion but no other Declarations of War have passed.
Here's another take... perhaps the U.S. military is trying to move a significant number of short range aircraft (such as fighter jets) out of the area. Fighters don't have the legs to fly long range without tanker support. At this point, who knows... could be tanker support for Israeli air, or maybe even Iranian air. There's just no telling these days.

If Trump is CiC, it could be Trump that sent them. I hear there is a international alliance working to destroy the NWO globalists. I don't think Biden has any control over the military. If we are in Devolution, Biden is considered the leader of the occupying force. The Insrrection Act would have made the Biden administration and the US military enemies. This is why they turned their back to Biden on inauguration day.
