I doubt W was involved (at least in the planning and execution of the plan) since he was 16yo when JFK was shot. He was probably told about it later in life when he became POTUS. For that matter - maybe something related to that was in the "funeral envelopes".

I firmly believe that the top of the JFK assassination chain of command was the Bankers (Rothschilds, etc.) who own the FED.
