On the Rogan podcast, Elon said he wants to give generous severances to the gov workers he cuts, like 1-2 year severances. Not that I'm for that, but that would probably make a lot of people happy as they rejoin the private sector workforce.
If he does it quickly (and there's some 'harm'), he has a few years to make things steady again before the end of his term.
If he does it slowly (and there's some 'harm'), then we will be in turmoil as we enter the 2028 election. We'll lose the Presidency, and they will reinstate all the bureaucracy.
