Actually, they cannot "destroy" the Constitution. It is merely the framework creating government. It is also not possible due to Derativa potestas non potest esse major primitiva.
If government goes rogue, we have a God-given inalienable right to alter or to abolish it, and to institute new Government, laying its Foundation on such Principles, and organizing its Powers in such Form, as to them shall seem most likely to effect their Safety and Happiness.
