I think its useful also as a forewarning to the DOGE people how likely they are to find massive fraud. There would not be pushback if the operation of these departments was so benign.
This could be an interesting rock to turn over. Most African governments not only function on corruption, they nearly exist for that exclusive purpose. Lucrative deals are made with foreign "investors" and the money goes as a kickback to the Big Cheese. The people see nothing. Basic civic and governmental functions are without budget.
