Half the police departments are not cooperating yet. You may seriously want to rethink how much your frustration affects your analysis. Ive seen San Diego and sympathize. But California is the least helpful state of all in removing them. I'm sure they would appreciate your logistic plan to nab 30,000 in one swoop. If you needed, say, a guard for every 5 captives, that would require 6,000 guards. If you had a trailer truck that could convoy 100 humans in back, that would be 3,060 trucks. If each one is 30 feet long, that would be over 17 miles long, nose-to-tail.
