I've been reading a couple Trump first term books recently and when you put tariffs on China they were stubborn until they eventually broke.
Any nation should see this and want to leverage the situation. Although Trump wants manufacturing to move to America, he's smart enough to know this is impossible for everything, and he knows that other nations want to keep manufacturing there, so if they were smart they would make a move to ensure they take a slice of the pie from America before China can make a deal.
That way when China does finally settle down and end some of the tariffs, nations like Vietnam or Indonesia have already taken a permanent piece of the pie.
