Hadn't occurred to me before, and I know we all want to see arrests and perp walks, but the most expedient thing to do with evidence of corruption is to hold it over the head of those who are corrupt and force them to comply. Use the cabal's tools against their own members.
It's a little distasteful, but when you think about how much time it would take to get Chuckie out of office and get a replacement that may or may not be better, white-hat blackmail would make a lot of sense.
