Paul wasn’t a pastor/elder—he was an apostle, a unique, foundational office (Eph. 2:20) not bound by the elder qualifications in 1 Timothy 3 or Titus 1. Same with Jesus—He is Lord of the Church, not subject to the qualifications He gave for His under-shepherds.
As for the Pope, calling him “just a bishop” is laughable. He claims universal jurisdiction, infallibility, and supremacy—none of which are given to any bishop in Scripture. Peter was an apostle, yes—but he calls himself a fellow elder (1 Pet. 5:1), not a monarch.
The Pope is literally just the bishop of Rome. Rome is the see in charge of all churches. The Byzantine Emperor Phocas even said this.
SOMEONE has to be the head of the church, in the book of Acts, Peter is clearly shown to be the head of the church. If there is no head of the church there is no agreement as seen by the thousands of protestant schisms.
