How would I try to (successfully) attack a country like ours in our position?
I would try to trigger a landslide that would cause a tsunami that way I had some plausible deniability/Low risk to personnel/equipment.
Indirect attack is much safer.

Underwater, nuke explosion in the Atlantic, or some HAARP earthquake bullshit would be needed for the size and scope of a tsunami to be triggered to do damage along the East Coast…. No easy task.
