She said that she has a lot of family in town for Easter so she had the cash for meals and gifts. I frequent small businesses and always use cash to pay for the items and for any tip. I'm disabled (so kinda poor) so I don't carry more than $200 at a time but $3,000 doesn't sound unreasonable in her case if she really was treating the family to outside meals and small gifts.
For lots of people, that's not very much.

Governor of South Dakota salary is 139k. That's plenty of income, alone even without supplemental income, which no doubt Noem would have, and if you don't live a life of paycheck to paycheck because of irresponsible financial decisions, it's no stretch to make extravagant expenditures if you want to.
Well I do have a pair of LV shoes. Actually I have 2 pair. I feel ridiculous having spent that much for shoes, but I have wasted money on more ridiculous things.

Most of my nice purses were gifts from family. I like them, but wouldn’t justify spending a lot of money on them myself.
I always carry at least 1000 dollars in my wallet. I always pay cash in restaurants and anywhere I will lose sight of my credit card. 3 grand is not that much for someone like her. A bottle of wine can cost 500 bucks!
