There’s a movie about this called Minority Report where people are arrested before they commit a crime. In the movie they relied on perfect soothsayers to predict the future that someone would go through with the crime.
Who is the perfect soothsayer in this situation? Who can predict beforehand with 100% accuracy what the future will be?
The problem with prejudging someone else’s motives is that it assumes we are correct and it assumes that they are incapable of changing their minds. Someone may have ill intentions then later realize that they shouldn’t do something wrong before they go through with the action.
