This is correct. The "h" is a strange consonant with a big history. It's "an honor", no? Certain words, like "historical" and "honor" traditionally require the "a" to become an "an" (see, it happened again right there!") It produces a smoother pronunciation for the speaker. To prove this try saying "a honor" several times in a row. It's a stress on the abdomen. It's an honor to talk about grammar to y'all. "Y'all" is another similar formulation. But saying 'YOU ALL' is not as unpleasant, and comes more from the Southern drawling, but is much easier on the jaw and all of the musculature of the mouth.
...And, the scientists who were killed also need to be replaced. You don't simply run down to the local temp hire office and grab a handful of nuclear bomb physicist's as replacements.
