USAID has been cut off from the NGOs that were previously been set up to cause riots. So their plans might fail, as they usually do.

Not always the parents fault. When a person becomes an adult, they make their own decisions.
You'll see lots of people on this site that are based, with 2/3 kids that are based, and they have 1 that is a loon.
