I believe "Clerks of Court" or similar titles handle court assignments. There are actual people in the system that pick and choose which cases go to which judges. Those is not a randomized lottery selection system at all, even if they lie and say it is.
It's similar to hearing the words, "We have a free, fair, and secure election system. Best in the world!"
