There's a reason for that. You USED to have to claim it in person and publicly, some states still do that. But most have went to the model of allowing jackpot winners to claim anonymously if the prize is over X amount because at some point, lottery winners kept getting mugged, robbed, and even murdered, which drove down ticket sales.
A lot of winners still have been claimed publicly. For example, the two largest lottery jackpots in history in the US were both claimed publicly. One was split three ways and the other was won by some guy in california who pops up into the news every now and then because he makes some weird investments at the behest of his money managers.
The REAL scam with lottery winning is all the unclaimed smaller prizes. The way it works is, if after a year prizes aren't claimed, the government gets to keep them. They're SUPPOSED to be rolled into annual school budgets, but in practice basically never are and end up in some dark money black hole that's used to fund nefarious crap. The unclaimed prize pool is several multiples larger than ANY jackpot. Like, we're talking 10s of billions on the low end to over a hundred billion on the high end. Compared to the largest lottery jackpot ever which was a little over 2 billion and has never come close since.
I am not saying stealing is not bad and that it shouldn't be penalized when the varmints are investigated, but (and this certainly is just my opinion) people are gambling and they surely might be aware of how difficult winning the lottery is. And when people gamble they should be aware that someone might cheat and/or steal, if they can. With that said, it is not tax money and people voluntarily play the lottery (unless addicted to gambling) so they lost few bucks to theft.
I gamble with race tracks, and I believe there is cheating going on there, I still bet and sometimes I win. Most times I lose, sadly for me. Never gamble what you can't afford to lose. It sounds simple, but...
