What is the issue here exactly? It's always presented as "lack of English language competency" but that cannot be the full story because the latest tragedy was because the truck driver made an illegal u-turn and the sign in USA is same as ours, a curved arrow with a red bar forbidding it. Nobody sane could miss that. Although I know yours sometimes have additional words "no u-turn".
Is someone in the licensing agency short-cutting the system and giving out licenses to people who could not really pass the test? According to my Russian friends bribery is a big contributor to road traffic incidents. Or is it a cultural thing where foreign drivers are more likely to think fk-it and disobey signs?
Here (UK) before Brexit there was always resentment over the steadily increasing number of commercial drivers from Eastern Europe because they were seen as overcompeting for British jobs but as I recall even the people who felt that way didn't frame it as a competency issue.

Need to do this for regular licenses as well
Now check the current license holders for English competency. If states will not comply check them going thru red states.
Had one today that guy was going 70 in a 55 and weaving in and out of traffic.
My Class A CDL with doubles/triples and tanker endorsements just got more valuable.
I'm retiring in DEC 2026, but I might work part time a few years to pad the income a bit.
