I used to believe what C.S. Lewis said, that ever person innately knows the Law of Nature, right from wrong. I'm not so sure anymore this is true. Either that of they have just become so callus to the voice of what's right that they are deaf.
CS Lewis view was inspired by Enlightenment/French Republican Egalitarianism, Christian Universalism, and Western Christian tenets. The view of right from wrong according to Christians being inherent knowledge to people starts falling apart outside of Europe and places of heavy European Influence/Habitation.
The story of the colonial Empires was Europe and the U.S trying to impose their morality on the world at Sword point. As much as it was a campaign for resources, riches, and territory. It only really worked to varying degrees in a few places. Mostly Asia and the pacific. In others. It was only fear of the Colonial Authorities that kept the people from reverting back to many of their original practices and traditions. Which they did frequently as soon as the Colonial Empires collapsed. Despite still being ‘Christian’ on paper
That doesn’t mean we have to tolerate or let the behavior go though. Quite the opposite. They live here. They should conform to our standards instead of their own. If they can’t. Then prison or a one way ticket back to whatever dump they came from.
TLDR. I believe that every human inherently knows that certain behaviors are wrong. They may justify it to themselves or others but even their justification suggests that they understand there is a moral issue.

I do, from what I know now, think that Trump's plan is rather smart, to clean a couple of the bad cities up. This will show to Amish inner-city residents that they have purposely been help prisoner to high crime by dem slave masters.
