There are "fingerprints" of the Insurrection Act already being invoked just after January 6 "riots". This is why they deleted his Twitter account immediately after he made his Constitutionally required Declaration of "time to go home" to all J6 participants, including the Deep State. What Trump is doing now is prepping the public for a public disclosure with public justification for the IA.
He does not need to invoke it publicly per Law of War, and it creates bad optics. But the constant public threat of it (to the low level retards) is actually more scary. He is trolling the media into calling him a dictator for talking about it.
