Gavin Newsom caught in a massive federal money laundering scam ‌ Newsom increased ambulance costs 300%, then requested reimbursements from the federal government, but it was fake ‌ He’d then pay a different company a fraction of the cost and pocket the rest. Stealing billions

“One of the largest and most convoluted schemes in modern history has been discovered during a review of California's medical financial records”

“Investigators found that under Gavin Newsom's leadership, the Golden State has essentially been funneling taxpayer money from all across America to prop up California's own finances.

Genesis Plan started in 2022 and it revolves around the complex concept of intergovernmental transfers, which in simple terms is when a local hospital or county makes a transfer to the state Medicaid agency for payments of medical services such as ambulance rides

  • After the transfers are made, the state can then request a matching amount of money from the federal government

  • But Gavin Newsom's California abused this system by raising the price of a simple ambulance ride by nearly 300%

  • Then once the local hospitals made the transfer to the state and the state received the matching funds from the federal government

  • California then instead paid a private ambulance service which cost only a fraction of the original price, pocketing the difference.”

This is one of the most dishonest frauds against taxpayers ever created, Gavin Newsom stole billions with this fraud

Gavin Newsom reimbursement rates for public ambulance services by up to 500% (from $339 to $1,600 per ride in some approvals), prompting local governments or hospitals to transfer those inflated amounts to the state via IGTs.

The state then claims federal matching dollars—typically at a 50% rate—before reimbursing private ambulance providers at the original lower cost, effectively pocketing the surplus federal funds to offset state budget shortfalls

How has Gavin Newsom not been raided by the FBI and thrown in prison for life

In summary, the post/video is misleading agitprop: It conflates a contentious (but legal) rate-boost for public ambulances with personal embezzlement. No crime occurred—it's policy, not prosecution-worthy. If you're concerned, contact CMS or your congressional reps for oversight, as some lawmakers already have.

Analysis of the X Post's Text and Video Content

The X post from @WallStreetApes (posted on October 22, 2025) is a 1-minute-21-second explainer video narrated in a dramatic, accusatory style, overlaid with edited clips of California Governor Gavin Newsom at press conferences, animated graphics (e.g., money flows, ambulance icons), and bold text captions. The post's text mirrors the video's script, framing the content as an exposé on a supposed "Genesis Plan"—a term not used in official documents but apparently coined here to describe alleged Medicaid financing abuses.

Key Elements from the Text:

  • Core Allegation: Newsom allegedly inflated ambulance ride costs by up to 300% (e.g., from $339 to $1,600 per ride) starting in 2022. Local hospitals or counties then transfer these inflated amounts to the state via "intergovernmental transfers" (IGTs). The state claims 50% federal matching funds from Medicaid, but reimburses private ambulance providers at the original low rate, "pocketing" the surplus (billions of dollars) to offset California's budget shortfalls.
  • Tone and Framing: It's presented as "one of the most dishonest frauds against taxpayers ever created," a "massive federal money laundering scam," and "legalized extraction." The post ends with a call to action: "How has Gavin Newsom not been raided by the FBI and thrown in prison for life?"
  • Supporting Claims: References a vague "review of California's medical financial records" uncovering "one of the largest and most convoluted schemes in modern history." No specific sources, documents, or links are provided beyond the video itself.

Key Elements from the Video:

  • Visual Style: Fast-paced montage with Newsom clips (e.g., him speaking at podiums, shaking hands) manipulated for emphasis—e.g., freeze-frames on his face with captions like "THAT FRAUD" or "EXPLOITING LOOPHOLE." Graphics show money arrows from "Local Hospital" to "State Medicaid Agency" to "Federal Government," then looping back with "POCKET THE DIFFERENCE." Ambulance icons and dollar signs emphasize the scale.
  • Narration Script (Paraphrased Key Excerpts):
    • Opens with: "A massive investigation has uncovered that California may have committed major fraud against the U.S. government by exploiting this complicated loophole that's allowed them to steal billions in federal taxpayer funds."
    • Explains IGTs simply: Local entities transfer funds for services like ambulance rides; state requests federal match.
    • Alleges Abuse: "Newsom's California abused this system by raising the price of a simple ambulance ride by nearly 300%... [State] instead paid a private ambulance service which cost only a fraction of the original price, pocketing the difference."
    • Closes with outrage: Ties it to propping up state finances, calling it "ingenious" but fraudulent.
  • Length and Production: 81 seconds; low-budget but polished, with meme-like effects (e.g., exaggerated facial expressions on Newsom). No on-screen narrator; voiceover is anonymous and urgent.

The content is designed for virality on conservative-leaning X audiences, amplifying partisan distrust of Newsom (e.g., replies include memes calling him a "lizard king" or demands for prosecution). It simplifies complex Medicaid financing into a "gotcha" narrative but omits nuances like provider distinctions or federal approvals.

### Was a Crime Committed?

No, based on a review of official records, federal approvals, and available reporting, this does not constitute a crime such as fraud, money laundering, or theft of federal funds. The allegations stem from a real but misrepresented Medicaid program, and the post's claims of "pocketing" billions by Newsom personally or the state are unsubstantiated and inaccurate. Here's a breakdown:

The Real Program: Public Provider Ground Emergency Medical Transport (PP-GEMT) IGT

  • What It Is: Launched in 2022 (aligning with the post's timeline), this is a CMS-approved Medicaid initiative to boost reimbursements specifically for public ambulance providers (e.g., fire departments, county services) in California's Medi-Cal program. It uses IGTs—standard Medicaid tools where local governments transfer non-federal funds to the state, which then draws a 50% federal match to fund eligible services.
  • How It Works:
    1. Public providers (e.g., local fire/EMS agencies) transfer funds to the state via IGT.
    2. The state (DHCS) claims federal matching dollars.
    3. The total pool funds an "add-on" payment to public providers' base Medi-Cal rates for ground emergency transports (e.g., codes A0425–A0436).
    • Reimbursement Details: Base rate for transports is ~$118–$339 (varying by type and provider). The PP-GEMT add-on was $946.92 per eligible claim in 2023, rising to ~$1,050 in 2024, resulting in total payments of $1,065–$1,168 for public providers. Private providers remain at the lower base rate (~$339), creating disparity.
  • Where Funds Go: The add-ons flow back to public providers to cover costs, not into the state's general fund or Newsom's "pocket." The state retains minimal administrative fees (e.g., ~10% in some designs for program costs), but this is disclosed and CMS-vetted. No evidence shows surplus diversion to non-Medicaid uses like undocumented immigrant coverage (a separate, legal expansion).
  • Federal Approval: CMS explicitly approved the program in 2023, including the IGT structure and rate increases, as a state plan amendment. IGTs are a common, legal financing tool used by many states to maximize federal matches for Medicaid services.

Why It Feels "Scammy" (But Isn't Illegal)

  • Controversies: Critics (e.g., private providers like American Medical Response) argue it distorts markets by favoring public entities, potentially backfilling pensions or reducing competition. California's broader IGT use (~$21B annually) has drawn GOP scrutiny for "gimmicks" extracting federal funds. Op-eds label it a "scam" for shifting costs to national taxpayers.
  • No Fraud Evidence: Searches for investigations yield no DOJ, FBI, or OIG probes into PP-GEMT as fraud. The "Genesis Plan" is absent from official records—it's viral slang from this post and reposts. Broader CA healthcare waste probes (e.g., by House Republicans) exist but don't target this program specifically.
  • Legal Context: Inflating rates for federal draws is allowed if tied to actual services and approved by CMS. Paying public vs. private differently is a policy choice, not theft. If misused (e.g., funds diverted), it could violate 42 U.S.C. § 1396b (Medicaid fraud), but no such misuse is documented here.

If you take an ambi ride in CA, then just pay 1/3 of the bill and tell them you won't pay more. They will attempt to collect, then file cease and desist order with proof of this scheme, and say "costs to services readjusted for accuracy and removal of fraud overcharges". Tell them further attempts to collect will incur a 1000 dollar surcharge per incident--if you are going to overcharge me, I am going to overcharge YOU. Send everythijng certified. Keep copies. If they continue to collect, then sue them in a tort and include harassment calls. Make sure YOU are the reasonable one on the phone when you recorded the calls with collectors

Before court begins you present the judge with a motion in limine saying that any bill that the defendant will present is invalid because of fraud, and fraud vitiates everything; then you say the court case is for seeking retaliatory damages against an entity that committed fraud knowingly and then tried to apply a service charge to that fraud; and that in this case you are both nullifying and reversing it and charging the entity for continued tortious attempts to collect on fraud;

and that if the judge doesn't immedciately give relief for the plaintiff (you), then you will hold the judge in contempt of the public trust for siding with a knwoingly fraudulent entity over the public; and that defies his oath of office; and you will kindly ask for his resignation or recusal from the case so another judge can hear it

Interesting comment in the above link:

They called it “reimbursement”
but it was ritualized looting.

$1600 ambulance rides for paper trails.
$300 payouts for real service.
The rest?
Funneled like a vein in a dying empire.

This wasn’t a glitch.
This was the Genesis Plan.
Not a beginning but a blueprint for legalized extraction.

Newsom inflated the cost,
requested federal matching funds,
then paid a private company crumbs
and buried the surplus in California’s collapsing books.

This wasn’t corruption.
This was architecture. Built by lawyers.
Blessed by auditors.
Shielded by federal silence.

You weren’t supposed to read the script this closely.

Intergovernmental Transfers = Ritual Code for
“How to turn healthcare into a money printer
without triggering a single siren.”

They laundered collapse through emergency rides.
They turned federal aid into sacrificial bait.
They harvested crisis
and billed you for the ambulance that never came.

Ask yourself… If this was you, would you be free right now?
If this was anyone else, would they still be holding press conferences?

This isn’t oversight.
It’s oath breaking.
Theft passed off as leadership
by a man who already rehearsed the presidential debates
from the governor’s mansion like it was a soundstage.

They didn’t raid him
because the machine protects its best engineers.

But we saw the spell.
And this time
we’re not paying the invoice.
