How does that compute anyway?
Because they have to also fund things that in other cities, would be handled by the state that the city was in. Such as public schools, Medicaid and other HHS programs, jails, courts and legal system, etc...
While it has only 700k residents, the daily population is well over a million. Think commuters and tourists. This drives up costs for infrastructure and services (especially transportation, sanitation, and law enforcement).
There are also ~ 50,000 students enrolled in the colleges and universities in DC, who may not be counted in that 700k figure, based on where they claim residence. Many students claim residency at their families home, not where they go to school.
Things like embassies and inaugurations and state functions (like when the White House hosts dignitaries from other countries), motorcades, mass protests, mass rallies, state funerals, etc...are also complex events that take more planning, equipment, expertise, and manpower to coordinate and make secure.
Over 25% of the land inside DC is federally owned, and can't be taxed (so no revenue income from them), but they still are served by the city's fire, police, ems, utilities infrastructure.
I used to work for a CPA in DC and learned about a lot of this there. DC is a cluster fuck of a headache to navigate all the intricacies of who is responsible for what. It's a damn nightmare just from a logistics standpoint, nevermind a political one.

Anyone see a pattern with when blacks (DEI's) are inserted into a government or high authority position it is followed by corruption the majority of the time.
This has been an issue since the first days that Affirmative Action was ordered by the Federal courts across various government entities. Not long into the process, the corruption was already evident. This is what happens when unqualified improperly vetted people are allowed access to power and money.
All or most of these high-level players have sealed indictments. It only makes sense since there are over 600k.
