To simplify it, the people and companies who import foreign goods into the country are the ones who have to pay the tariffs initially to bring in the goods that have tariffs on them. But they're not going to just eat that cost out of the goodness of their hearts, especially the ones that work on razor thin margins.*
What they do is either increase the cost of those items, or decrease the amount you get for the same price (shrinkflation).
