I don't know about you, but I always read Gen Flynn with the concept (knowledge?) that he is pursuing a critical mission in the 5G war. That mission/role is (imo) to mobilize the public base (grass roots) and keep the focus on from outside of the Administration.
(When queried earlier in the year whether Trump would bring him into the administration, he replied: "President Trump knows very well how to utilize his people. Don't underestimate the value of what I am doing right now..." or something along those lines.)
So, when he writes: "Trump should never have allowed Hillary a hall pass..." I read it to mean
"Hillary did not deserve to get a hall pass, did not (does not) deserve to be left off the hook. She's guilty as sin, and accountability has to come."
That's the message / signal he's sending out into the public.
In my opinion, Flynn knows far better than you or I the reasons why Hillary was not charged, taken down, etc, at the time, and I interpret his posts and comments from that viewpoint. He also knows that to get this across the line, and truly save the nation, real accountability has to come.
If you pay attention to his posts, he is always applying the pressure, emphasizing the absolute necessity of accountability, the critical role of the People and the need to prosecute the treasonous criminals.
He's virtually second to none (except Trump) in constantly emphasizing the massive criminality of the Russia Hoax and the 2020 Coup, etc. Treason.
I think he knows very well the practicalities that President Trump has to deal with, but he's talking about and highlighting these things from the space of <outside the administration>, from the position of 'the American People', because no where near enough of the American People are doing this themselves.

In this regard, I view Flynn and Bannon as two of the most critical players outside of the Administration, both working on the (critical) grassroots level, and I interpret their public words and actions from that perspective.
