I heard there were 3 issues (End Barbary slave trade, end and British empire and French empire) reasons or goals of the US and Washingtons first promise and a promise that was kept, to end the Barbary slave trade of Europeans.
The Barbary states were ottoman subjects at this time thought they had always struggled with influence there. The horrid nature is that a million or so Europeans had been abducted by pirates of the ottomans and brought to those shores of the Barbary states for sale. Tales from Iceland to Norway and Ireland, secluded islands, farming towns in rural Europe suggest it was large scale. It's not hard to imagine who the most prized an expensive slave is, female fair hair. I imagine many Americans had family from Europe who were effected. Washington built the navy and they destroyed the ottoman backed fleets. I read queen Elizabeth in the prior age had even given the muslim pirates safe passage and let them dock and had assisted them, though this was because of the wars against Spain, mostly Irish where enslaved by the ottoman corsairs. Not only this prior to this usa Thomas Jefferson was paying them tribute to freely navigate, Barbary wars 1, 2 and by 1830s France (taking advantage) took Algiers.
Your post brings up another undiscussed fact…more whites have been enslaved over the centuries than blacks. The ottomans/muslims traded in blacks as well as whites. And are still slave trading.
A lot of people here - and it’s much worse in the GP than here, as this is a problem universal to the human experience - have trouble distinguishing people by spirit and action rather than by label and affiliation.
It’s quite sensible as it involves basically figuring out whether a person is simply in temporary error, ill considered action, or malicious intent of the heart.
We will likely be making a big step if we can figure out how to mitigate it.
